The direct losses of Ukraine’s agricultural sector caused by the full-scale military aggression of the Russian Federation reached $11.2 billion by the beginning of 2025. The majority of the losses stem from the destruction and damage of agricultural machinery, amounting to $6.5 billion (58% of the total). Significant losses have also been recorded from the destruction or decommissioning of grain storage facilities – $1.9 billion (17%), as well as from the theft or loss of means of production and finished goods, which is also estimated at $1.9 billion (17%). Other types of damage account for $0.9 billion (8%).

Ways to Restore Agricultural Production After the War
Experts emphasize that creating a favorable investment climate is essential for the post-war recovery of agricultural production, which will attract funds for the development and modernization of domestic machinery production. Among the recommendations is the establishment of joint ventures for the production of innovative, high-performance, and environmentally friendly machinery, as well as the restoration of state support programs for Ukrainian agricultural engineering.
State Support for Farmers and Machinery Producers
The Cabinet of Ministers has additionally allocated another 200 million UAH for the program to compensate 15% of the cost of domestic industrial machinery and equipment. In 2025, 93.3 million UAH has already been allocated for the financing of this program. Furthermore, the state provides a 25% compensation to buyers of Ukrainian agricultural machinery, which helps support farmers in the challenging conditions of wartime.
