In Ukraine, oilseed processing capacities have increased by 3 million tons since 2022

Ukrainian oilseed processing enterprises have significantly increased their capacities since 2022: an additional 3 million tons have been put into operation, with an equal amount of capacities currently in the design and construction phase. However, there are still enterprises in the country operating below capacity.

Export duties have stimulated rapeseed processing

According to Minister of Economy Oleksii Sobolev, after the introduction of export duties on rapeseed oil in September, its export volumes increased by 350% compared to August. This has facilitated a shift from exporting raw materials to selling processed products.

“The government has already established a procedure through which producers can confirm that they are the ones who grew a particular crop and are entitled to not pay the duty.”

The minister emphasized that a mechanism for information exchange between government agencies is currently being prepared to implement automated control in the future. This involves creating an IT solution similar to the electronic VAT administration system, which will allow for effective monitoring of soybean and rapeseed exports.

Ukrainian flax exports continue to grow

In addition to oilseed processing, Ukraine has been increasing its flax exports for the fourth consecutive month. In October 2025, the volume of shipments reached 7,650 tons, which is 26% more than in September. The main buyers of Ukrainian flax are France (43.1% of exports), Poland (16.8%), and Italy (11.4%).
