In August 2025, Ukraine imported 9,274 electric vehicles, which is over 100% higher than the figure for the same month last year, when 4,146 such cars were brought in. The total customs value of electric vehicles for the year nearly doubled — from ₴3.8 billion to ₴8.1 billion.

Budget Revenues and Customs Duty Exemptions
Despite the significant increase in imports, the revenue to the state budget remains relatively low due to the near-total abolition of taxes on electric vehicles. In August 2025, the budget received only ₴31.9 million from electric car imports, while in August 2024, this amount was ₴12.6 million. The volume of customs duty exemptions granted this year exceeded ₴1.6 billion, which is also double last year’s figure of ₴0.78 billion.
According to the chairman of the parliamentary finance committee, Danilo Hetmantsev, the preferential customs clearance for electric vehicles in Ukraine is not planned to continue into 2026, as the term of its validity is ending, and there are currently no arguments for extending such an import regime.
Structure of Passenger Car Imports
In addition to the increase in electric vehicle imports, in August, Ukrainians purchased nearly 5,100 used passenger cars imported from the USA. This is a 6% increase compared to July. The largest share among these cars — 46% — are electric vehicles, while gasoline cars account for 40% of the total number.
