The State AI Assistant Diya.AI Helps Access Government Services Online

The Ministry of Digital Transformation of Ukraine has presented an innovative state artificial intelligence assistant, Diya.AI, which allows citizens to access government services via chat on the “Diya” portal. Currently, the service is operating in beta mode and already enables users to obtain an income certificate directly through the chat.

Features and Capabilities of the New Service

To use Diya.AI, users need to log in to the “Diya” portal and send a relevant request in the chat. The assistant provides a step-by-step guide on how to obtain the necessary service. The Ministry emphasizes that the functionality of the service will be expanded in the near future, and the AI assistant is continuously improving thanks to user feedback, which helps enhance the accuracy of responses.

“The model is constantly learning based on user feedback, so each subsequent response is even more accurate.”

Implementation and Support

According to representatives of the Ministry of Digital Transformation, Diya.AI is the world’s first integrated government service that allows users to access services entirely through chat using artificial intelligence. Similar state AI assistants are already functioning in Estonia, Singapore, and the United Kingdom; however, Ukraine has created a unique full integration within the government chat.

The development of the service was supported by the UK DIGIT project, implemented by the Eurasia Foundation with funding from UK Dev, as well as the Swiss-Ukrainian EGAP program. In August 2025, the Ministry of Digital Transformation also announced the launch of the AI Factory project, indicating a consistent digital transformation in Ukraine.
