The National Development Institution for Business Support Begins Operations in Ukraine

At the beginning of 2026, the National Development Institution (NDI) officially commenced its activities in Ukraine — a new state financial institution established on the basis of the Entrepreneurship Development Fund. The main task of this structure is to stimulate the recovery of the country’s economy by supporting entrepreneurs.

Main Goals and Functions of the National Development Institution

The NDI is designed to provide micro, small, and medium enterprises with access to preferential financing. It aims to serve as a financial bridge between government structures, the banking sector, and international partners. The operational model of the institution is based on the best European examples, particularly the approaches of KfW. It is expected to have autonomous management, special regulation by the National Bank of Ukraine, as well as broad powers in the administration of state business support programs.

Opportunities and Prospects for Cooperation with the EU

The adopted law on the NDI allows the institution to collaborate directly with the European Union, paving the way for attracting funds from European programs for the benefit of Ukrainian entrepreneurs. The law defines a wide range of powers for the NDI, including:

  • Providing loans, guarantees, grants, and other financial instruments;
  • Compensating interest, parts of loans, leasing, factoring, and insurance costs;
  • Administering state, regional, and international business support programs;
  • Evaluating the effectiveness of entrepreneurship support programs;
  • Investment and educational activities.

It is expected that the launch of the National Development Institution will be an important step towards strengthening small and medium-sized businesses in Ukraine and will contribute to the faster economic recovery of the country.
