Deputy of the Khmelnytskyi District Council Kizlyar Oleksandr has topped the ranking of the largest Bitcoin owners among Ukrainian officials. According to the analysis of declarations, he also holds the top position among Ethereum owners.

Top 10 Bitcoin Owners Among Officials
According to the analyzed declarations of civil servants, Bitcoin is one of the most popular crypto assets among Ukrainian officials. It has been declared in 967 declarations, second only in popularity to Ethereum and USDT.
The total amount of Bitcoin declared by civil servants is 376 BTC, which, at the current rate of $68,968 per unit, equals approximately $26.3 million.
“Leading the ranking is Deputy of the Khmelnytskyi District Council Kizlyar Oleksandr. He has declared 100 BTC together with his wife. Together, they control 1000 ETH. He also separately holds 6.5 billion PEPE and 1500 SOL.”
In second place in the ranking is the head of the Verkhovna Rada Committee on Environmental Policy and Natural Resources Oleg Bondarenko, whose declaration does not record any other crypto assets.
The third on the list is military officer Vyacheslav Shevchuk, who, according to his declaration, also has no other cryptocurrency assets.

Ranking Dynamics Over Recent Years
Kizlyar Oleksandr has maintained his leadership among Bitcoin owners in Ukraine for several years. In 2024, he also topped this list, while in 2023 he lost the top spot to Deputy of the Odesa District Council Mykyta Kuzkevych.
In the 2024 declaration, Kuzkevych reported the sale of 33 BTC out of a total of 121 BTC, after which he completely disposed of or transferred his crypto assets. In the 2025 declaration, there is no information regarding his cryptocurrency holdings.
