Sandbox for Testing Blockchain and AI Startups Launched in Ukraine

The Sandbox has officially launched in Ukraine — a project aimed at supporting and testing innovative solutions in the fields of blockchain and artificial intelligence. The initiators are the Ministry of Digital Transformation and the “Ukrainian Startup Fund.”

Opportunities for Ukrainian Startups

Within the Sandbox, participants will be able to receive free audits of their products, professional consultations, and recommendations on legal, business, and technical matters. The project is focused on developing the startup ecosystem and creating a favorable legislative environment for artificial intelligence and blockchain technologies, leveraging the experience of participating companies.

“Startups can enhance and refine their innovative products for free under the guidance of top industry experts, while the state can ensure that innovative solutions, including for the public sector, are not overlooked. The goal of the project is to create simple, clear, and effective legislation based on the acquired experience and the needs of technology startups in the fields of AI and blockchain. With favorable conditions, Ukraine can transform into a global hub for testing technologies.”

Ukrainian companies developing products based on blockchain or AI technologies for the fields of public administration, healthcare, agriculture, education, defense, digital economy, and infrastructure can participate in the Sandbox.

Program Conditions and Strategic Prospects

According to Oleksandr Boryniak, Deputy Minister of Digital Transformation for IT Development, there are currently over 2,600 startups operating in Ukraine, 18% of which emerged after the onset of full-scale war. The development of the Sandbox will allow these projects to scale, increase their investment attractiveness for foreign investors, and facilitate entry into international markets by meeting European standards.

Audits and consultations in the Sandbox will be provided by specialized experts — analysts, lawyers, and specialists in blockchain and AI. The program will start as an experiment and will last until October 2026. If its results meet expectations and there remains demand from companies, the project is planned to become a permanent tool for supporting innovative technologies in Ukraine.

To participate, it is necessary to submit an application on the official website of the “Ukrainian Startup Fund”.

It is worth noting that the Ministry of Digital Transformation began working on creating a similar regulatory sandbox for innovative projects back in November 2023.
