Tether has signed a memorandum with the authorities of Da Nang city in Vietnam to promote the development of digital governance and the implementation of blockchain technologies in the country’s public sector.

The memorandum of understanding between Tether, the issuer of the USDT stablecoin, and the Da Nang People’s Committee outlines cooperation in the areas of digital infrastructure, innovative models of public administration, and the use of blockchain solutions. Da Nang, as one of the most dynamic cities in Vietnam, will serve as a testing ground for such digital transformations.
According to the agreements, the parties will jointly develop mechanisms for implementing blockchain, digital assets, and P2P technologies. The main goal is to create transparent, efficient, and sustainable e-governance systems that meet international standards.
Tether will also assist the city in formulating policies regarding blockchain technologies, digital assets, “sandboxes” for experimental projects, and the tokenization of real-world assets (RWA). In particular, the company will share insights gained from the international initiative Plan ₿ to establish a regulatory framework in Da Nang that aligns with global requirements for transparency and security.
Educational Programs and International Expansion
As part of the collaboration, Tether and the Da Nang city authorities plan to implement educational initiatives in artificial intelligence in partnership with universities and research centers. The planned courses aim to enhance knowledge regarding the development of blockchain solutions in both the public and private sectors and to promote financial inclusion at the local level.
Vietnam, which recently legalized digital assets (the law will come into effect in 2026) and launched a five-year pilot program for crypto trading, is gradually forming its own ecosystem of Web3 solutions. Da Nang aims to become one of the leaders in these processes.

According to Ho Ky Minh, Deputy Chairman of the Da Nang People’s Committee, the city aims to become a reliable platform for international technology and financial companies. Collaboration with Tether is a crucial component of Da Nang’s strategy to develop as an investment and financial center in Vietnam.
This move confirms Tether’s global ambitions, as it previously invested in the fintech startup Kotani Pay to develop digital infrastructure in Africa and received regulatory approval for USDT in Thailand. For Vietnam, which ranks fourth in the world in terms of cryptocurrency adoption, the new agreement with Tether is another significant step toward becoming a technological hub in Southeast Asia.
