Agreement with EIB on social housing in Ukraine expected to be signed by the end of 2025

The European Investment Bank (EIB) is already assessing a pilot project for social housing in Ukraine. According to Kristyna Mikulova, head of the EIB’s regional representation in Eastern Europe, the signing of the first financing agreement for the program is possible by the end of 2025. She also added that a decision from the Cabinet of Ministers is currently awaited, which will create the necessary regulatory framework for the project’s implementation.

Mikulova emphasized that this pilot project will allow for testing the approach and methodology for creating a social housing system in Ukraine before scaling up the program. According to government officials, 50,000 social housing apartments are expected to be built by 2025. Work began at the start of the year, and within the pilot phase, more than 6,000 apartments are planned to be constructed for 16,000–18,000 residents in 15 central and western communities of the country.

Funding and social needs

Financial support for this project will be partially provided by international partners. The EIB plans to allocate €400 million, half of which will be grant funds, while the other half will be loan resources. Currently, local communities in Ukraine lack a special fund for social housing, although about 600,000 Ukrainians are registered on housing waiting lists. This underscores the urgent need to develop a social housing system and attract additional investments to provide housing for the most vulnerable segments of the population.
