Mortgage Lending in Ukraine Falls by 25% Due to Changes in the ‘eOselya’ Program

The volume of mortgage lending in Ukraine in the first half of 2025 decreased by 25% compared to the second half of 2024. The main reason for this was the restrictions of the ‘eOselya’ program and a lack of funding.

“Almost all mortgage loans are provided under the ‘eOselya’ program, so changes in its conditions directly affected the entire market.”

A key factor in the slowdown was the implementation last year of a new regulation that allows financing only for the purchase of new housing. This significantly narrowed the list of properties available for mortgage lending. Additionally, ‘Ukrfinzhytlo’ is facing a severe shortage of funds, making it impossible to increase the number of issued mortgage loans.

The Share of Mortgages in the Housing Market Remains Low

Currently, the share of mortgage transactions accounts for only 2-3% of the total number of housing purchase transactions in Ukraine. In comparison, this figure was higher in 2021. An exception is the Kyiv region, where mortgage transactions reach 10% of the total number of deals in the housing market.

Strategy for the Development of Mortgage Lending

To increase the accessibility of mortgage loans, the regulator proposes to implement a comprehensive strategy that includes several important changes. In particular, the introduction of European property appraisal standards and the launch of an open database of real estate prices are planned. Special attention is given to ensuring the possibility of insuring mortgage loans against military risks. A change in the model of state support is also anticipated: banks will receive compensation for part of the interest paid by borrowers, instead of direct financing of mortgages.
