Russia maintains leadership as the largest oil supplier to China for 11 months

Russia remains a key oil exporter to China based on the results of the first 11 months of the year, despite a decrease in supply volumes. In November 2025, oil exports from the Russian Federation to China fell by 3.4% compared to November of the previous year, totaling 8.35 million tons. Compared to October, the figure decreased even more significantly — by 8.3%. In monetary terms, the value of November shipments amounted to $3.78 billion, which is less than in October when the total was $4.38 billion. Daily average shipments in November reached 2.03 million barrels per day, which is 5.6% less compared to October.

Structure of oil imports to China

For the first 11 months of 2025, Russia retained its status as the largest oil supplier to China, shipping 91.5 million tons, which is 7.6% less than the previous year. Saudi Arabia ranked second with 74.1 million tons, showing an increase of 2.5%. Malaysia came in third with 60.3 million tons (a decrease of 5.1%), followed by Iraq with 58.8 million tons (-0.6%), and Brazil rounded out the top five with 41.7 million tons, which is 21.6% more than last year.

Indian market: resumption of Russian oil purchases

Last week, it was reported that one of India’s largest oil refining companies, Reliance Industries Ltd., has resumed purchasing Russian crude oil at a discount. The company is sourcing from suppliers that are not under sanctions and is transporting the raw material to its refinery located in Gujarat.

In November compared to the same month last year, Russia reduced oil supplies to China, its largest buyer, by 3.4% to 8.35 million tons. Compared to October, supplies decreased by 8.3%. In monetary terms, November shipments amounted to $3.78 billion compared to $4.38 billion in October. The daily average oil export from Russia to China in November was 2.03 million barrels per day, which is 5.6% less than in October.
