The Ministry of Economy of Ukraine is actively implementing new mechanisms to support businesses, particularly in the areas of lending and decriminalization of the economy. This was announced by Minister of Economy Oleksiy Sobolev during the forum “Reconstruction of Ukraine: Quality Institutions and Economic Security” in Kyiv.

Business Lending and Support for Frontline Regions
According to Oleksiy Sobolev, the government is collaborating with state banks – PrivatBank, Oschadbank, and Ukreximbank – to expand lending opportunities for entrepreneurs. Special emphasis is placed on supporting businesses in frontline regions, as the minister believes that positive experiences in these areas will automatically extend to safer territories of the country.
Technological Solutions for Decriminalization of the Economy
The government is also working on technological approaches to decriminalization of the economy that will not create unnecessary administrative burdens for businesses. Among the main initiatives are the legalization of capital that is in the “gray zone” and the possibility of using such assets as collateral for obtaining loans. Oleksiy Sobolev emphasized that compensating capital expenditures through tax mechanisms is one of the most realistic and practical ideas for supporting entrepreneurs.
The minister stressed the importance of creating equal playing fields, which will be the key to attracting large-scale international financial support, particularly through the IMF Program.
“The IMF Program is not about $8 billion; it is about $200 billion in reparative loans. We must demonstrate real political steps that show we are ready to create equal conditions,” the minister emphasized.
Thus, the implementation of effective solutions in the area of lending and capital legalization will not only support Ukrainian businesses but also create the prerequisites for obtaining significant reparative funds for the reconstruction of the country.
