Ukraine and EIB Joint Project Loan Portfolio Reaches €4.7 Billion, New Financing Under Discussion

Обсяг кредитного портфеля спільних з ЄІБ проєктів України сягнув €4,7 млрд, обговорюється залучення ще €2,1 млрд.

The volume of the loan portfolio for joint projects between Ukraine and the European Investment Bank currently stands at €4.7 billion. This is one of the largest portfolios among international financial organizations operating in Ukraine and includes 27 active projects.

Key Investment Areas

Funding is primarily directed towards the restoration of transport and social infrastructure, improving energy efficiency, modernizing energy and critical infrastructure, as well as developing public transport. In the coming months, more than €95 million is planned to be raised for the procurement of public transport rolling stock, modernization of water supply and sewage enterprises, enhancement of urban lighting systems, waste management, and reconstruction of social infrastructure.

Future Plans and New Opportunities

Deputy Minister of Finance Olga Zykova emphasized the importance of reviewing the loan portfolio to implement the new guarantee instrument of the European Commission for Ukraine – the Pillar II Ukraine Facility. At the same time, Ukraine and the EIB are in negotiations regarding the potential attraction of additional financing amounting to €2.1 billion, starting from 2026-2027.

“Ukraine and the EIB also discussed the potential attraction of new financing from the bank amounting to €2.1 billion, starting from 2026-2027. The lending is planned to focus on critically important sectors for Ukraine’s reconstruction: transport and logistics, energy, social sphere, and housing and communal services.”

Lending will be directed towards supporting key development areas that are of paramount importance for the country’s recovery.
