As part of the integration process into the European Union, Ukraine must implement modern technical and organizational standards for the arrangement of transport routes connecting key cities in the country with transport hubs in the EU. The requirements of the Trans-European Transport Network (TEN-T) stipulate the creation of at least four lanes on the roads – two in each direction, with a minimum width of 3.5 meters. This approach will enhance the safety, capacity, and efficiency of the road infrastructure. In addition, it is planned to physically separate traffic directions, restrict access from secondary roads, and implement other engineering solutions.

Costs for Updating Transport Infrastructure
To fully align the Ukrainian part of TEN-T with European standards, an investment of approximately €110.6 billion is required. In particular, the reconstruction of the main TEN-T network, which spans 4,753 km and covers major international transport corridors, is estimated at €71.3 billion. These funds are necessary to transform existing routes into highways with separated traffic.
Additional Costs and Project Features
Updating the extended TEN-T network – an additional 2,619 km of roads that provide transport connections between regional centers and border crossing points – will cost about €39.3 billion. At the same time, the calculated amount does not include potential additional costs for the construction of bridges, tunnels, transport interchanges, land issues, or the implementation of environmental measures.
As part of Euro-integration, Ukraine must implement specific technical and institutional standards for connecting major cities with EU hubs to meet the requirements of the Trans-European Transport Network (TEN-T).
