Ukraine to Spend 26% of GDP on Defense in 2025, Need for External Financing Grows

During the 14th meeting of the Steering Committee of the Ukrainian Donor Platform within the framework of URC2025, Prime Minister Denys Shmyhal announced that the government would submit amendments to the state budget law at the end of June, which foresee an increase in defense spending by nearly $10 billion.

“The total financial resource for defense and security in 2025 will amount to nearly $50 billion. This is 26% of GDP,” the Prime Minister added.

Record Budget for Defense and Weapons

According to Denys Shmyhal, the budget for arms procurement will also be record-breaking, reaching $16.4 billion. At the same time, the state budget’s own revenues are expected to be at $48.5 billion. The Prime Minister emphasized that external financing remains critically important for Ukraine, as it allows for the allocation of internal resources to the defense of the state.

Need for External Assistance Grows

In 2025, Ukraine has already attracted $22 billion in external financing. However, as the Prime Minister noted, the next year will pose a serious challenge, as the need for external support exceeds $40 billion.

Finance Minister Serhiy Marchenko stressed the necessity of regular and predictable external assistance to ensure the financial stability of the state. He emphasized that such support lays the foundation for the effective reconstruction of the country. Marchenko also called on international partners to intensify efforts to confiscate frozen Russian assets, which could serve not only as an act of justice but also as a significant source of funding for the recovery of Ukraine.
