Business Confidence in Ukraine’s Construction Market is Rising: Companies Have Orders Secured for Six Months

In the third quarter of 2025, the situation in Ukraine’s construction market shows signs of improvement. According to official statistical data, the business confidence indicator among industry participants increased by 2.5 percentage points compared to the previous quarter, reaching a level of “minus” 32.6%.

Current Order Volume and Price Expectations

The assessment of the shortage of current order volume improved by 3.6 percentage points, to “minus” 47%. Half (51%) of the surveyed construction sector companies still consider their order volumes insufficient, but at the same time, 45% of respondents rate them as normal for this season. More than half of the companies – 54% – predict an increase in prices for their services by the end of the quarter. Meanwhile, the average order coverage among companies stands at six months, which corresponds to pre-war industry indicators.

Dynamics of Completed Works and Market Structure

The dynamics of completed construction works in the last quarter show heterogeneity: 37% of companies reported an increase in execution volumes, while 24% reported a decrease. At the same time, based on the results from January to May 2025, the index of completed construction works in Ukraine decreased by 7.5% compared to the same period in 2024. Specifically, engineering construction fell by 22.3%, and residential construction by 0.4%. Meanwhile, the non-residential construction segment saw significant growth – by 21.6%. The share of new construction in the structure of completed works accounted for 45%.
