Representatives of the National Police have become leaders in the number of declarations submitted in 2025 that include cryptocurrencies. Law enforcement agencies, in general, have proven to be the most active declarants of crypto assets among all government bodies.

Crypto Activity Among Law Enforcement and Military Structures
The highest number of employees with declared digital assets has been recorded in the National Police and the Ministry of Internal Affairs — 497 individuals. In second place are representatives of the prosecutor’s office — 351 declarants, followed by military personnel of the Armed Forces of Ukraine, territorial recruitment centers, and the Ministry of Defense — 245 individuals.
These three categories of civil servants form the core of crypto investors among government structures. Notably, the military sector showed significant growth in 2025: the number of military personnel declaring cryptocurrencies has substantially increased, surpassing judges, city mayors, and local council deputies in this regard.
Trends in Cryptocurrency Declarations Among Officials
In 2025, the total number of Ukrainian officials who declared cryptocurrencies reached 2783 individuals. This is over 30% more than in the previous year and indicates a growing interest in digital assets among civil servants.
Despite the overall increase, among members of parliament, cryptocurrency remains a rather niche tool: in 2025, only 15 parliamentarians declared it.
Overall, officials reported 1710 different crypto assets in their declarations. Among them are not only well-known coins like Bitcoin and Ethereum but also numerous meme coins, such as HarryPotterObamaSonic10Inu, Baby Moon Floki, and MAGATRUMP.
