New Business and Agricultural Support Programs Introduced in Ukraine

Ukraine has launched new support programs for entrepreneurs and farmers aimed at restoring and developing businesses amid the war. One of the first examples of such support is the Ukrainian tea producer Teahouse, whose production and warehouse facilities were destroyed during a massive attack on Dnipro on the night of July 26, 2025.

Teahouse to Receive Grant for Recovery After Shelling

As a result of the shelling, the company lost about 100 tons of tea, as well as its production workshops and equipment. Teahouse has become the first company in Ukraine to receive a grant for business recovery, with the application already approved. According to Prime Minister Yulia Svyrydenko, this initiative became possible due to the expansion of the state support program for processing enterprises.

In July 2025, the government approved an expanded version of the “Grants for Processing Enterprises” program, which added special grants for businesses affected by Russian shelling. The amount of a single grant can reach up to 16 million UAH, but the sum will not exceed the documented losses.

Additional Compensation for Farmers

Alongside this, the Ministry of Economy announced a new opportunity for farmers – starting from October 1, applications can be submitted through the State Agrarian Register (DAR) for partial compensation of the costs of constructing and reconstructing livestock farms and complexes. The program also covers facilities for keeping cattle, milking parlors, and structures for processing by-products of animal origin. The application period will last until October 20 inclusive, and the compensation will amount to up to 25% of the costs for implementing the relevant projects.

Compensation is provided only for those facilities whose construction or reconstruction began after February 24, 2022, and which were put into operation between January 1 and September 30, 2025.
