New Export Strategy of Ukraine until 2030: Development of Processing and Business Support

The Ministry of Economy of Ukraine is developing an updated Export Strategy until 2030, aimed at significantly enhancing the competitiveness of Ukrainian goods and services in global markets. The strategy emphasizes the implementation of the “Made in Ukraine” policy, stimulating the development of the processing industry, and modernizing export support tools.

Main Goals and Objectives of the Strategy

Among the key tasks of the new export strategy are increasing the volume of exports of goods and services to $77 billion per year, raising the share of exports in GDP to 33%, and reducing the share of raw materials in exports to 59%. In comparison, last year, exports generated approximately $51 billion in foreign currency revenues, while the share of exports in GDP decreased from 49% in 2014 to 25% in 2023. At the same time, the high level of raw material exports remains a challenge for the economy.

Support Tools for Exporters and Adaptation to EU Standards

To achieve the set goals, the Ministry plans to implement new and improve existing financial and institutional mechanisms for export support. In particular, this includes the development of the Export Credit Agency, the Office for Entrepreneurship and Export Development, as well as the creation of an Export Development Fund. It is expected to enhance the quality of Ukraine’s trade and economic representation abroad and expand business access to educational, informational, and consulting services.

“The focus of Ukraine’s Export Strategy until 2030, currently being developed by the Ministry of Economy, is the implementation of the ‘Made in Ukraine’ policy, stimulating the processing industry, modernizing export support tools, and strengthening the interaction between the state and business.”

The strategy is designed with consideration of the needs for post-war recovery of the country and the gradual alignment of the Ukrainian economy with European Union standards. Its implementation is expected to contribute to the renewal of the export structure, enhance the competitiveness of Ukrainian production, and facilitate flexible adaptation to the demands of European markets.
