Over 300 Communities Submitted 677 Applications for Recovery Funding under the EIB Program

More than 300 Ukrainian communities submitted 677 applications for funding to implement projects under the European Investment Bank (EIB) programs totaling €150 million. The programs, including the “Emergency Credit Program for the Recovery of Ukraine,” the “Ukraine Recovery Program,” and the “Ukraine Recovery Program III Tranche B,” aim to rebuild and upgrade social infrastructure, modernize housing and communal facilities, and provide municipal housing.

Funding Features and Main Project Directions

Under the “Ukraine Recovery Program III,” priority is given to supporting communities located in frontline regions. Funding is allocated in the form of grants from the state budget and is provided on a non-repayable basis. The maximum amount of support for a single project is up to €5 million, equivalent to ₴242.6 million. Importantly, to participate in the program, communities are required to ensure at least 23% co-financing.

Among the submitted applications, the most interest is generated by projects aimed at modernizing heating, water supply, sewage systems, and developing distributed generation networks — there are 223 such projects. Additionally, communities submitted four projects aimed at constructing housing for internally displaced persons.

Geography of Projects and Approved Funding

The leaders in the number of developed projects are Lviv region, which prepared 60 projects, Kyiv region with 53, Kharkiv region with 50, Odesa region with 47, as well as Poltava and Dnipropetrovsk regions, each submitting 42 projects.

In total, within the framework of the “Ukraine Recovery Program,” 128 projects have already been approved for implementation, amounting to approximately ₴4.5 billion.
