EU to Spend More on Russian Raw Materials than Military Aid to Ukraine in 2025

In 2025, the European Union, despite the implementation of 17 sanctions packages against the Russian Federation, will spend more on purchasing Russian raw materials and energy resources than it allocates for military support to Ukraine. According to forecasts, Russia’s revenue from the export of energy resources and raw materials will reach approximately 233 billion US dollars. Of this amount, over 20 billion dollars will come specifically from European countries.

Key Revenue Sources for Russia from the EU and Third Countries

The main export directions for Russia remain coal, oil, liquefied natural gas, and uranium. The primary importers of Russian energy resources are China, Turkey, and India. However, the European Union also accounts for a significant portion of these purchases. Just in February of this year, European countries purchased gas, oil, and uranium from Russia for over 2 billion euros.

The sanctions imposed by the EU do not hinder key energy resource supplies to third countries: there are no restrictions on exports to China, India, and Turkey. Thus, the Kremlin maintains significant financial capabilities to continue military actions.

The Market for Russian Ammonia in Lithuania

Lithuania refused to import gas from Russia three years ago; however, the supply of ammonia from Russia continues. Over the past three years, Lithuania has imported Russian ammonia worth 157.3 million euros. The largest buyer is the Lithuanian company Achema — a leading producer of nitrogen fertilizers in the Baltic region. From 2020 to 2025, the share of Russian ammonia in Lithuanian imports ranged from 91% to nearly 100%.
