Ukraine is finalizing preparations for the disbursement of a €40.5 million grant from the German development bank KfW. The financial support will be directed towards the development of entrepreneurship in liberated regions and areas affected by the war, as well as to stimulate small and medium-sized businesses.

Support for Entrepreneurs within the SME Resilience Facility Project
The Chairman of the Entrepreneurship Development Fund, Andriy Hapon, reported significant progress in the implementation of the joint project with Germany, the SME Resilience Facility. This initiative includes providing Ukrainian entrepreneurs with credit guarantees amounting to €20 million, concessional loans of €13.2 million, compensation for investment costs of €5.3 million, and consulting support worth €2 million.
“The Entrepreneurship Development Fund is making every effort for the professional and transparent implementation of the program,” Hapon added, thanking the German government for proposing the second phase of the project worth €19 million.
Growth in Business Lending in 2025
At the same time, Ukraine’s largest state bank, PrivatBank, topped the list of leaders in the growth rate of financial support for small and medium-sized businesses in 2025. Since the beginning of the year, the bank has issued loans to Ukrainian entrepreneurs exceeding ₴50 billion, with over ₴15 billion going to micro-business clients. According to PrivatBank board member Yevhen Zaihraiev, the bank’s loan portfolio has grown by 46% since the beginning of the year, which is double the average growth rate across the entire banking system in Ukraine.
