Demand for Primary Housing in Ukraine Rose Sharply at the End of Summer 2025

In August 2025, Ukraine recorded a significant increase in interest in purchasing primary housing, accompanied by an active introduction of new constructions in various regions. During the month, 10 new residential buildings were commissioned, comprising 13 sections. Two new constructions were opened in the Kyiv, Lviv, and Khmelnytskyi regions, while one was opened in the Rivne, Mykolaiv, Poltava, and Cherkasy regions.

Changes in Prices in the Primary Real Estate Market

The cost per square meter in new constructions has noticeably increased in most regions. The most expensive housing continues to be offered in Kyiv, where the average price per square meter reached $1,401. At the same time, the most affordable apartments remain in frontline regions such as Sumy and Zaporizhzhia. However, even there, there is a trend towards rising prices. In particular, in Sumy, the price increase was 4% (to $563 per square meter), while in Zaporizhzhia it was 20% (to $614).

Demand Dynamics and Mortgage Lending

In August, experts noted a rapid increase in demand for primary housing. In Sumy, the number of buyers for new apartments rose by 62%, marking the highest figure in Ukraine. Despite this, demand in the region remains low due to proximity to combat operations and the border with the aggressor country. The most sought-after properties in the market are the new constructions in Kyiv and Lviv.

It is worth noting that in the past week, Ukrainians received 150 preferential mortgage loans totaling ₴292 million. Of these, 102 loans were issued specifically for the purchase of primary housing, including 23 properties that are still under construction. An additional 48 loans were used for purchasing apartments in the secondary market.
