The American side has presented a new detailed draft agreement regarding the extraction of minerals in Ukraine, which envisions US control over all Ukrainian resources. At the same time, the document does not mention any security guarantees for Ukraine, as reported by Member of Parliament Yaroslav Zheleznyak.

According to Zheleznyak, the draft is extremely unfavorable for the Ukrainian side, as the profits from resource extraction, he claims, will be taken abroad, while the US will primarily receive royalties from the fund. He also noted that in its current form, the agreement will not receive support in the Verkhovna Rada, as it lacks the necessary security guarantees.
“This is not a final document; it will still be discussed in the government and between the two parties – the US and Ukraine,” Zheleznyak emphasized.
At the same time, the US hopes that a new “full-fledged” minerals agreement may be signed as early as next week. US Treasury Secretary Scott Bessent stated that the initial draft of the agreement consisted of four pages, but after the failure to sign, Washington decided to move to a “completed agreement.”
