Which Countries Provide the Most Assistance to Ukraine in 2025: Leaders and Contributions

More than three years after the onset of the full-scale aggression by the Russian Federation, Ukraine continues to receive substantial support from its allies. As of the end of April 2025, the leading countries in terms of assistance provided remain unchanged, namely the USA, the United Kingdom, and Germany.

Countries That Provided the Largest Amount of Assistance

Since the beginning of 2022, the largest financial and military support to Ukraine has come from:

  1. USA – €114.63 billion.
  2. United Kingdom – €19.27 billion.
  3. Germany – €15.92 billion.
  4. Japan – €10.74 billion.
  5. Canada – €10.36 billion.

In addition to individual states, significant contributions have also been made by European Union institutions, which provided €61.18 billion in assistance.

Contribution as a Percentage of GDP: The Greatest Burden for Small Countries

Despite the substantial total amounts, it is the Baltic and Scandinavian countries that allocate the largest share of their own GDP, indicating a significant level of solidarity from smaller economies. The leaders in this regard are:

  1. Estonia – 2.63% as direct aid, plus an additional 0.39% through contributions to EU assistance.
  2. Denmark – 2.58% and 0.38% respectively.
  3. Lithuania – 1.92% and 0.35%.
  4. Latvia – 1.54% and 0.37%.
  5. Sweden – 1.29% and 0.35%.

As of the end of April 2025, after more than three years of major war, the leaders in terms of assistance to Ukraine remain unchanged – the USA, the United Kingdom, and Germany. Meanwhile, the highest percentage of their budget is contributed by Estonia, Denmark, and Lithuania.

At the same time, certain countries, such as Iceland, Turkey, New Zealand, and Hungary, remain almost on the sidelines of the process of supporting Ukraine, providing no significant assistance in relation to their capabilities.
