Netherlands Opens Grants of Up to €4 Million for Joint Reconstruction Projects with Ukraine

The Dutch government has announced the launch of a new grant program, the “Partnership Fund with Ukraine 2025,” aimed at supporting joint projects for the recovery of the Ukrainian economy. The program will be active until the end of 2026, with a total budget of €26.5 million. Each individual project can apply for a grant ranging from €500,000 to €4 million, covering up to 90% of expenses.

Participation Conditions

Grants are available for partnerships that include at least one legal entity from Ukraine and one from the Netherlands. Priority areas for funding include healthcare, water supply, circular construction, sustainable energy, and agriculture. It is important that projects demonstrate clear results, start no later than two months after receiving funding, and, where possible, contribute to improving the situation of vulnerable social groups.

Application Submission Procedure

Applications for participation in the grant program can be submitted until November 21, 2025. This stage is mandatory for obtaining recommendations from the Netherlands Enterprise Agency (RVO).

Grants are provided to partnerships that must include at least one Ukrainian and one Dutch legal entity. Priority sectors: healthcare; water supply; circular construction; sustainable energy; agriculture. Projects must deliver specific results, commence within two months of receiving the grant, and, where possible, contribute to improving the situation of vulnerable groups.
