Government to Introduce Annual Moratorium on Business Inspections and Limit Law Enforcement Pressure

The new government has announced significant changes in the approach to conducting business in Ukraine. Prime Minister Yulia Svyrydenko stated that preparations are underway to implement a one-year moratorium on inspections of enterprises, aimed at providing domestic companies with more freedom for development and stimulating economic activity.

Moratorium on Inspections and Audits of Criminal Cases

According to Svyrydenko, the initiative is being implemented in close cooperation with law enforcement agencies and under the coordination of the National Security and Defense Council. The planned moratorium has already been discussed with the President and received his support. It is expected that this step will help accelerate the de-shadowing of the economy, create equal conditions for business, and support legal entrepreneurs.

“The government, together with law enforcement agencies and under the coordination of the NSDC, is preparing a decision that will give businesses more freedom. An annual moratorium on inspections is planned. This issue has already been discussed with the President – his directive is clear: to give more freedom to internal economic forces. This also means continuing the de-shadowing of the economy and ensuring equal conditions that benefit legitimate businesses.”

Strengthening Protection for Entrepreneurs Against Unfounded Persecution

Moreover, the government has initiated an audit of criminal cases opened against business representatives. The aim of this work is to close proceedings that lack grounds and only hinder entrepreneurial activity. According to the new rules, only the Attorney General or heads of regional and district prosecutor’s offices will be authorized to sanction the opening of new cases. Restrictions will also apply to inspections by tax and customs services, which will now only be conducted in segments with increased risk, while honest businessmen will receive additional protection.

Attorney General Ruslan Kravchenko reported the completion of another stage of the audit of criminal cases concerning entrepreneurs. Following the analysis of 20,000 criminal proceedings, a decision has been made to close 6,752 of them, and the work on reviewing cases continues.
