The Cabinet of Ministers of Ukraine plans to announce a concession competition for the container and first terminal of the Chornomorsk seaport by the end of December 2025. The aim of this initiative is to attract investments in the maritime sector, modernize port infrastructure, and enhance Ukraine’s competitiveness as a maritime nation.

Details of the Concession Competition
The government is considering the possibility of granting a 40-year concession for two terminals of the port, which will allow for an increase in transshipment volumes to 760,000 twenty-foot containers and over 5 million tons of cargo annually. Additionally, the Cabinet must determine whether the concession of the ferry complex would be advisable. The competition itself is scheduled for 2026.
Potential Investor Interest
As previously reported, five major international companies have already expressed interest in participating in the upcoming concession at the Chornomorsk port. A long-term partnership under a concession agreement allows the state to transfer to a private company the right to temporarily manage, operate, and develop the facility or enterprise under specified terms and conditions.
