Matt Hougan, the Chief Investment Officer at Bitwise, is convinced that initial coin offerings (ICOs) will become one of the key trends in the cryptocurrency industry in 2026. In an analytical note for Bitwise clients, Hougan emphasized that the launch of a specialized platform by Coinbase, which has already announced the creation of an environment for raising capital through ICOs, could be the driving force behind this trend.

ICOs: New Opportunities for the Capital Market
The expert notes that crypto assets have significant potential to transform the financial sector. In his opinion, Bitcoin will gradually be equated with gold, while dollar stablecoins may replace traditional fiat currencies. However, Hougan particularly highlights the capital-raising opportunities through ICOs, which he believes remain undervalued by many market participants.
During the first ICO boom in 2017-2018, this instrument had many shortcomings, but it proved effective for quickly raising funds. Unlike initial public offerings (IPOs), ICOs are not subject to strict regulatory restrictions, allow a broader range of investors to participate in asset distribution, and reduce costs due to the absence of high fees.
The Role of Regulators and New Standards of Transparency
In his conclusions, Hougan refers to the head of the U.S. Securities and Exchange Commission (SEC), Paul Atkins. He was among the first to recognize the potential of ICOs as a capital-raising tool and noted the need for transparent rules for such financing.
“Atkins indeed mentioned ICOs as one of the priorities of the Project Crypto initiative. The SEC head wants to create a mechanism for the transparent implementation of this capital-raising tool.”
Matt Hougan is confident that by 2026, we can expect several large-scale ICOs to enter the market, raising over $1 billion for each project. Although these volumes currently lag behind traditional IPOs, the successful implementation of new ICOs, in the expert’s opinion, will signal to other companies and stimulate industry growth.
One of the main conditions for the new growth of the ICO market, according to Hougan, is the launch of the Coinbase platform, which will focus on supporting only thoroughly vetted projects. This will help minimize risks and eliminate the main drawbacks associated with previous waves of ICOs.
