Ukraine Plans to Create a National Bitcoin Reserve in Partnership with Binance

In Ukraine, the possibility of creating a national strategic bitcoin reserve in partnership with the Binance exchange is actively being discussed. This information was confirmed by Member of Parliament Yaroslav Zheleznyak, who had previously reported on the preparation of the relevant draft law.

Draft Law Planning

Zheleznyak noted that work on the legislative initiative is already underway, and he plans to submit the corresponding project to the Verkhovna Rada in the near future. Currently, the text is in the process of refinement.

In early February 2025, he also expressed readiness to introduce a draft law regulating the possibility of creating cryptocurrency reserves, but details at that time remained unknown. He emphasized:

“We will soon submit a draft law from the industry regarding the possibility of creating crypto reserves.”

Regulating the Cryptocurrency Sector

The editorial team at Incrypted is currently awaiting comments from Binance representatives regarding their participation in this initiative and promises to update the information after receiving a response. In Ukraine, an active process is underway to create regulations for the cryptocurrency sector. By the end of April, the Verkhovna Rada Committee on Finance, Taxation, and Customs Policy unanimously approved a draft law on virtual assets, which is planned to be submitted to the Verkhovna Rada soon.

However, it was recently revealed that the draft law on virtual assets was withdrawn from consideration at the initiative of the President’s Office. According to Zheleznyak, this was influenced by the position of the National Securities and Stock Market Commission, particularly its head Ruslan Magomedov. The Commission, in turn, stated that

“it has no relation to decisions regarding the possible suspension or blocking of the consideration of the draft law in the Verkhovna Rada, as it is not endowed with such powers.”

Furthermore, it submitted a list of 80 amendments and comments to the updated draft law to the Verkhovna Rada.
