The Council of Europe Development Bank has approved a new financial assistance package for Ukraine totaling €120 million, aimed at compensating for destroyed housing and supporting micro-enterprises and small farms.

According to the new decision, €100 million will be directed towards expanding the HOME program, which provides compensation to Ukrainian citizens for housing destroyed as a result of Russia’s large-scale aggression. In previous phases of the program, €200 million has already been utilized, allowing for the purchase of 3,770 housing units and providing new homes for over 13,000 people. By early 2026, the number of applications for compensation exceeded 98,000. The additional funding will enable support for approximately 3,000 more families and extend the program until the end of June 2028.
Support for Entrepreneurs and Farmers
Additionally, €20 million will be allocated to support micro-enterprises and small farms in Ukraine. The program structure includes: a €20 million loan from the CEB, a €4.6 million investment grant from the European Union under the Ukraine Investment Framework, €230,000 for technical assistance, and a €3 million CEB grant to compensate for currency risks. It is expected that at least half of these funds will reach vulnerable population groups, and about 30% of the investments will be directed towards projects focused on energy efficiency and sustainable development.
Overall, since Ukraine joined the CEB in 2023, the bank has already approved over €670 million in funding directed towards housing recovery, supporting the healthcare system, assisting internally displaced persons, and developing small businesses.
