European Commission Approves Plan for Complete Phase-Out of Gas and Oil from Russia by 2027

The European Commission has approved a legislative initiative that outlines a gradual cessation of gas and oil imports from the Russian Federation to European Union countries by the end of 2027. This move aims to strengthen the EU’s energy security and enhance its competitiveness in the global market.

Step-by-Step Plan to Phase Out Russian Energy Sources

The new regulation includes a phased reduction in the procurement of pipeline gas as well as liquefied natural gas (LNG) from Russia. By the end of 2027, imports of Russian oil must be completely halted. Additionally, all EU countries are required to develop their own diversification strategies with specific actions and timelines for implementation.

Contract Restrictions and Increased Transparency

“As of January 1, 2026, the signing of new contracts for the import of Russian gas will be prohibited. Short-term contracts will cease to be valid by June 17, 2026, except for pipeline gas for landlocked countries, where long-term contracts will remain in effect until the end of 2027. Long-term contracts for LNG terminal services for Russian clients will also be prohibited, facilitating a shift towards alternative suppliers.”

The European Commission will monitor the implementation of these measures and, in case of risks to energy supply, will be able to take emergency response actions. The regulation also strengthens transparency requirements: companies will be required to provide detailed information regarding contracts and sources of gas supply.

The final approval of this regulation will occur after a vote in the European Parliament and the EU Council by qualified majority.
