Funding Shortfall for Ukraine’s Reconstruction in 2025 is $10 Billion

In 2025, the funding shortfall for reconstruction in Ukraine is estimated at $10 billion. This was reported by Prime Minister Denys Shmyhal, who noted that with the support of donors, the government has allocated nearly $7.4 billion for priority areas of recovery.

Recovery Priorities

Shmyhal emphasized that this year, the key areas of work for the Ukrainian Donor Platform include: budget support, sustainable financing for the reconstruction of infrastructure, housing, energy, economic development, and attracting investments on the path to Euro-integration.

Need for International Support

It is worth noting that Ukraine’s total budgetary need for international support amounts to $39.3 billion. Shmyhal also assured that Ukraine has confirmation from partners that this need will be fully met. Additionally, he emphasized that Kyiv plans to attract €100 million for reconstruction in the water supply and wastewater sector from the European Investment Bank under the Ukraine Facility program, while the total needs for these purposes reach $11 billion.
