Launch of the American-Ukrainian Reconstruction Investment Fund

The Ukrainian Agency for Public-Private Partnership (PPP) in collaboration with the U.S. International Development Finance Corporation (DFC) has signed two important agreements regulating the launch of the American-Ukrainian Reconstruction Investment Fund. These agreements include a limited partnership agreement and an agreement for a Limited Liability Company – a company that will serve as the general partner of the fund.

The formal establishment of the fund is scheduled for May 23, but the actual launch will not occur until at least two months after this date. The first contribution of 25 million USD from the DFC is expected in September of this year.

Economy Minister Yulia Svyrydenko has submitted a note to the U.S. Embassy confirming Ukraine’s successful completion of all necessary procedures to activate the fund. According to the agreements made, the Reconstruction Investment Fund will have a balanced governance structure, with equal representation from both sides. The fund’s management will consist of six managers: three from Ukraine and three from the United States. Among the U.S. representatives is Treasury Secretary Scott Bessent.

The fund will include four committees: an operational management committee, an audit committee with equal representation (two representatives from each side), a project selection committee with a preference for the Ukrainian side, and an investment decision committee, where the majority will be U.S. representatives. It is important to note that critical decisions will be made by the Fund’s Management Board exclusively by consensus.
