A Military Risk Insurance Program Will Be Launched in Ukraine for Frontline Areas

In early 2026, a new military risk insurance program will be launched in Ukraine, initially covering frontline regions and later expanding to the entire country. To implement this initiative, 1 billion hryvnias has already been allocated in the state budget.

Features of the State Insurance Program

According to Andriy Telyupa, Deputy Minister of Economy of Ukraine, most major insurance companies are currently ready to insure businesses against military risks, but this service is still unavailable for businesses in frontline areas. Therefore, the government is launching a pilot project that will allow companies operating in these regions to gain additional protection for their assets. The relevant resolution of the Cabinet of Ministers has already been adopted, and businesses will be able to take advantage of quasi-insurance with government support.

“Almost every major insurance company is currently ready to insure against military risks. However, this does not work in frontline areas. But if you have a business there, we are creating a pilot program that will start in 2026. The relevant Cabinet resolution has already been adopted, where you will be able to receive quasi-insurance from the state. In the event of an insured event, the state will pay you up to ₴10 million through the Export Credit Agency (ECA),” Telyupa explained.

Advantages and Conditions of Insurance for Businesses

The main goal of the program is to provide all Ukrainian enterprises with the opportunity to insure their assets at a favorable rate, which will not exceed 1% of the property value. The maximum annual compensation amount will be 1 million hryvnias. Additionally, to minimize risks, insurance products from the Export Credit Agency, MIGA (a World Bank Group institution), DFC, and the European Bank are already available to businesses.

It is worth noting that there are already examples of successful payouts for insured events related to military aggression by the Russian Federation. For instance, on October 30, the insurance company INGO made a payment of 9.46 million hryvnias for damage to the Novus distribution center in Kyiv as a result of a missile strike.
