Mortgage Lending in Ukraine Increased by 5% in April 2025

In April 2025, Ukrainian banks issued 458 mortgage loans totaling ₴834.8 million. This is a 5% increase compared to March of this year. According to the National Bank of Ukraine, of this number, 261 loans amounting to ₴492.3 million were issued for purchasing housing in the primary market, while 197 loans for ₴342.5 million were issued in the secondary real estate market.

Details of the Mortgage Market and Effective Rates

The weighted average effective rate for mortgage loans in the primary market was 8% per annum, while in the secondary market it was 9.7% per annum. The quality of the loan portfolio remains stable: the share of non-performing loans does not exceed 15%.

The highest activity in mortgage lending is observed in the Kyiv region, the city of Kyiv, as well as in Lviv, Ivano-Frankivsk, and Dnipropetrovsk regions.

Dynamics of the “eOselya” Program

Since the beginning of 2025, 2,953 Ukrainian families have utilized the affordable mortgage program “eOselya” to purchase their own housing. In total, loans amounting to ₴5.4 billion have been issued during this period. Since the program’s launch in October 2022, 17,793 families have taken advantage of the opportunity to obtain a loan, with the total lending volume exceeding ₴29.4 billion.
