This financial package is part of a total budget of NOK12.5 billion (around €1.1 billion) allocated by Norway for providing civilian assistance to Ukraine and Moldova in 2025. The funds will be directed towards ensuring protection and humanitarian aid for millions of Ukrainians, including access to housing, food, water, utilities, and psychosocial support.

Support from the EU and Partners

In addition, the European Union, Sweden, and Germany are allocating €44 million to support civil society organizations in Ukraine. This funding will go towards supporting critically important activities in the areas of humanitarian response, justice, democratic development, and governance.

Since the beginning of Russia’s full-scale invasion of Ukraine, the EU has already provided over €150 million to support civil society organizations in the country. It is important to emphasize that a strong and dynamic civil society is a key factor for Ukraine’s successful Euro-integration.
