Russia’s Oil and Gas Revenues to Decline by 37% in July Due to Sanctions and Falling Prices

In July 2025, the revenues of the Russian Federation from oil and gas sales may decrease by 37% compared to the same period last year. It is expected that the proceeds from hydrocarbon sales will amount to about 680 billion rubles (approximately 8.66 billion USD). By the end of the first seven months of 2025, Russia’s total profits from oil and gas exports may drop by 20%, reaching 5.4 trillion rubles.

Increased Sanctions and Consequences for Exports

Following the adoption of the 18th sanctions package by the European Union against Russia, there have been more frequent cases of ships refusing to load Russian petroleum products. In particular, a second tanker has declined to load fuel at the Indian refinery Nayara Energy, which is partially owned by Rosneft and is under sanctions. Instead of India, the vessel Chang Hang Xing Yun plans to load about 35,000 tons of diesel fuel in Kuwait.

At the same time, one of the key Indian companies, Reliance Industries, which owns the largest refinery in the world, has begun searching for alternatives to Russian oil in light of the new restrictions.

International Pressure and Possible New Restrictions

The U.S. Permanent Representative to NATO, Matthew Whitaker, has called for holding China accountable for “subsidizing” Russia’s war against Ukraine. He reminded that the United States is prepared to impose secondary sanctions on countries that continue to purchase Russian oil if Moscow does not reach a peace agreement with Ukraine by the beginning of September.

U.S. Energy Secretary Chris Wright confirmed that the imposition of secondary sanctions to end the war in Ukraine is “a very real possibility” and will exert “huge pressure on Russia”.
