The Cabinet of Ministers of Ukraine is initiating a large-scale experimental program aimed at significantly speeding up the construction and restoration of key infrastructure facilities in the country. From now on, contractors will be responsible not only for developing project documentation but also for carrying out construction work, which will allow for shorter project implementation timelines.

Features of the New Construction Approach
As stated by the newly appointed Prime Minister of Ukraine, Yulia Svyrydenko, an experimental project called ‘Design and Build’ is being introduced. Within the framework of this initiative, the state is moving away from the traditional practice of conducting separate tenders for design and construction, and instead will select contractors for the implementation of ‘turnkey’ projects.
“We are launching the experimental project ‘Design and Build’. It will allow us to build or restore housing, hospitals, schools, and other important infrastructure more quickly,” she stated.
Svyrydenko emphasized that the new approach aligns with the European practice known as Design-build, which has long been used in European Union countries as an effective tool for optimizing construction processes.
Duration and Control of Program Implementation
According to the head of the government, the experimental project is planned for two years. The Ministry of Community Development, Territories, and Infrastructure, as well as the Recovery Agency, will oversee its implementation. It is expected that this initiative will significantly accelerate the restoration of housing stock, medical and educational institutions, as well as other important social infrastructure facilities.
