Ukraine received €30 million from the Council of Europe Development Bank for compensation for destroyed housing

Україна отримала від БРРЄ ще €30 млн для компенсацій українцям за знищене росіянами житло.

Ukraine has received the final tranche of €30 million from the Council of Europe Development Bank to compensate citizens for housing destroyed as a result of Russian aggression. The funds have already been transferred to a special state budget fund and mark the final stage of financing under the HOME projects, which have attracted a total of €200 million.

Compensation program for affected Ukrainians

Under the initiative, compensation is provided to citizens who have lost their homes due to hostilities and terrorist acts by the Russian Federation. Among them are combatants, individuals with disabilities due to the war, families of fallen defenders, and large families. Payments are made in the form of certificates that can be used to purchase new housing. Last year, Ukraine already received €100 million from the CEB for these purposes.

Implementation of the program and assistance to Ukrainians

To date, nearly 4,700 housing certificates have been issued under the program, allowing over 10,000 Ukrainians to obtain new homes. The latest tranche of €30 million will finance approximately 800 more housing certificates.

The issue of compensation is particularly acute in the Kherson region, where since the beginning of the full-scale invasion, more than 35,600 private houses and over 1,600 apartment buildings have been damaged or destroyed. The region has a program called “eRecovery,” under which over 7,700 families have already received compensation totaling more than ₴3.8 billion.

The initiative provides that affected citizens (including combatants, people with disabilities due to the war, families of deceased veterans, and large families) receive compensation for housing lost due to hostilities and terrorist acts by the Russian Federation in the form of certificates for its purchase.
