According to data from the monitoring service of Ukrainian companies “Opendatabot”, since the beginning of the year, 81,928 individual entrepreneurs have been registered in Ukraine. This is 9% less than in the same period last year. At the same time, 119,895 entrepreneurs have ceased their activities, which is 44% more compared to the corresponding period in 2024. In total, this year there have been 37,967 more closures of individual entrepreneurs than new registrations.

Reasons for the Surge in Closures of Individual Entrepreneurs
The head of the Finance Committee, Danilo Hetmantsev, noted that the increase in the number of closures of individual entrepreneurs at the beginning of the year is a result of shutting down non-operational businesses, which have been required to pay the unified social contribution (USC) again since January 1.
“Since such individual entrepreneurs do not engage in real activities, they decide to close down to avoid tax liabilities,”
the MP emphasized.
Trends in Opening New Individual Entrepreneurs
Despite the surge in closures, since March 2025, the number of new openings of individual entrepreneurs (20,029) has exceeded the number of closures (18,477). A similar trend is observed in April: 21,517 new registrations compared to 17,618 closures. Hetmantsev also noted that the change in the number of individual entrepreneurs is not an indicator of improvement or deterioration in the economic processes in the country.
