Demand for Underground Industrial Parks in Ukraine is Growing for Production Security

In Ukraine, there is a growing interest in locating production in underground industrial parks, which enhances the protection of enterprises amid the ongoing war.

Underground Parks: Security and Development Prospects

According to Dmitry Kisylevsky, a representative of the Verkhovna Rada Committee on Economic Development, the idea of creating underground industrial sites is relevant not only during the war but also in the post-war period due to the ongoing risks associated with the aggression of the Russian Federation. Government officials and businesses are discussing a number of important issues, including the cost of constructing such facilities, the depth of shelters, their resilience to missile attacks, and sources of funding during the project implementation phase.

One of the main challenges is economic feasibility: the cost of underground spaces significantly exceeds that of comparable above-ground facilities, making it crucial for businesses to calculate the profitability of investments and rentals.

Initial Initiatives and Community Experience

Some communities are already interested in implementing underground industrial parks and are willing to provide land plots and even participate in co-investing. However, not all of the more than 100 industrial sites registered by the Cabinet of Ministers demonstrate effectiveness. Nevertheless, the example of the city of Perechyn in Transcarpathia shows a significant economic effect: after the creation of the industrial park and the relocation of enterprises, the local budget increased from approximately 70 million UAH in 2021 to nearly 230 million UAH over ten months in 2025.

He noted that the idea of underground parks is attractive not only during the war but also after it, considering the risks associated with the aggression of the Russian Federation.
