The Cabinet of Ministers has adopted a comprehensive action plan to reboot Ukraine’s energy sector. According to this decision, significant personnel changes and audits are planned for the largest state-owned companies in the fuel and energy complex.

Changes in the Supervisory Boards and Management of Key Enterprises
In particular, a new composition of the supervisory board will be formed at the company “Energoatom.” A competitive selection will be held for the supervisory board of “Naftogaz,” and the executive bodies of such structures as “Ukrgasvydobuvannya,” “Ukrnafta,” and “Gas Distribution Networks of Ukraine” will also be renewed.
At “Ukrhydroenergo,” the government plans to appoint a state representative to the supervisory board and conduct an open competition for the position of head of the executive body. The renewal of the state representative in the supervisory board and the completion of the competition for the head are also expected at “Gas Transmission System Operator of Ukraine.” A state representative in the supervisory board will also be changed at “Ukrenergo.”
Furthermore, new supervisory boards will be formed in companies such as “Centrenergo,” “Energy Company of Ukraine,” “Ukrainian Distribution Networks,” “Regional Electric Networks,” “Lower Dniester HPP,” and “Kremenchuk TPP.” The “Guaranteed Buyer” is to be reorganized into a joint-stock company with a new supervisory board.
Priorities and Next Steps
Prime Minister Yulia Svyrydenko emphasized that the first priority for this week is to approve the new supervisory board of “Energoatom.” The first results of the company’s audit are expected as early as December.

The government is also considering the possibility of changing the acting general director of the company, whose candidacy is currently being discussed with G7 countries. Minister of Economy Oleksiy Sobolev noted that the ministry supports the policy of privatizing strategic state enterprises, at least in parts. In his opinion, this will enhance the effectiveness of corporate governance and minimize corruption risks.
