Ukrainian Defense Industry Integrates into the European Defense Sector through the SAFE Initiative

The Ukrainian defense industry is gradually becoming an important component of the European defense sector thanks to its participation in the EU SAFE (Security Action for Europe) program, which has a total budget of €150 billion. This initiative is a key part of the European Union’s comprehensive rearmament strategy aimed at strengthening defense capabilities and promoting joint military procurement among EU member states.

Ukraine’s Participation in the SAFE Financial Program

Throughout 2025, nineteen EU member states prepared and submitted their national investment plans to participate in SAFE. Among them are countries that have already confirmed their readiness to implement joint defense projects with Ukraine. Although SAFE preferential loans are provided directly to EU member states, Ukraine has joined the program as a full partner. This allows European countries to form consortia with Ukraine for joint arms procurement or to use SAFE resources to order products from Ukrainian defense companies.

Manufacturing Capabilities and Prospects for the Ukrainian Defense Industry

The Ukrainian side has already offered its partners capabilities in the production of FPV drones, missiles of various classes, munitions, as well as unique strategic drones. Participation in the SAFE program for Ukraine means not only confirmation of the high quality of its own defense developments but also opens new opportunities for the economy, expansion of production, and attracting investments in the defense industry.

The Ministry of Defense is convinced that the Ukrainian defense industry is becoming an integral part of the European defense sector thanks to the EU SAFE (Security Action for Europe) financial program with a total budget of €150 billion.
