The Cabinet of Ministers of Ukraine has adopted an action plan for 2025–2027, which envisions comprehensive recovery of regions following the destruction caused by Russian aggression. The document includes 101 comprehensive points covering the reintegration of liberated territories, the creation of modern social infrastructure, and the strengthening of communities.

Strategic Priorities and Infrastructure Changes
The plan is based on three key strategic directions: forming a cohesive state, enhancing the competitiveness of regions, and developing effective governance. Among the planned measures are the development of a network of social services and a safe educational environment, including the establishment of 4,500 safety classes in schools, the construction of 800,000 square meters of social housing, as well as the opening of mental health centers and safety centers in communities. Significant attention is paid to the economic development of regions, particularly the creation of new jobs, attracting investments, stimulating the tourism sector, and implementing digital technologies.
International Support and New Investments
The State Regional Development Fund has allocated ₴372.29 million to finance 27 projects in the central and western regions of the country. At the same time, the European Commission has assessed a number of projects that will receive support through the Ukraine Investment Framework (UIF). Among them:
- The EIB initiative “Social Housing” (first tranche), which will provide housing for 1,500 internally displaced families and create a foundation for further development of affordable housing.
- The EIB project for the restoration of water supply and sewage systems, aimed at modernizing treatment and pumping stations, as well as reconstructing sewage networks in affected regions and places of compact residence of IDPs.
- The World Bank is implementing the RELINC project, aimed at restoring railway and road infrastructure, as well as modernizing border crossing points.
“Projects that have successfully passed technical evaluation are awaiting final approval. After that, they will be able to receive funding through UIF and proceed directly to implementation.”
In addition, the United Kingdom is increasing its contribution to the Ukraine Energy Support Fund by adding another €48.7 million. Its total support will reach €150.6 million, which will facilitate the faster recovery of the country’s energy infrastructure.
