Ukraine Seeks €1 Billion for Purchase of American Weapons, Italy Approves New Aid Package

Ukraine is actively working to attract additional European funding of about €1 billion, necessary for the purchase of American weapons by the end of 2025. These funds are intended to ensure a stable supply of military equipment for the Armed Forces of Ukraine through the PURL mechanism, which plays a key role in modernizing the country’s defense capabilities.

Defense Funding and the PURL Initiative

The PURL program has already demonstrated high effectiveness: it covered 75% of the cost of purchasing Patriot systems and 90% of the funding for other air defense means. Canada, Germany, the Netherlands, as well as Scandinavian and Baltic countries have directed over €2.5 billion to support this initiative since its launch this summer. The Netherlands recently announced an additional contribution of €250 million.

Despite this, some European states are hesitant to make funding decisions, especially after the Trump administration temporarily suspended financial aid to Ukraine and promoted its own peace plan. In Kyiv, there is a strong belief that peace initiatives should not be seen as a reason to reduce military support for the country.

Italian Support and Ammunition Supply

Italy has approved the 12th military aid package for Ukraine, which includes vehicles, necessary materials, and equipment. The total amount of Italian military support since the onset of large-scale aggression has already reached €2.5–3 billion. The new package is expected to enhance the defensive capabilities of Ukrainian units in the challenging conditions of a protracted war.

At the same time, according to the EU’s High Representative, Kaia Kallas, the EU has not yet fully implemented the initiative to supply Ukraine with 2 million artillery shells by 2025, which remains one of the main challenges for maintaining the country’s defense capabilities.
