EU Approves Recommendations for Ukrainian Refugees After Temporary Protection Ends

The Council of the European Union has adopted recommendations for the coordinated conclusion of the temporary protection regime for citizens of Ukraine starting from March 4, 2027. The document outlines general approaches for EU countries in the event that the situation in Ukraine allows for the safe return of Ukrainians.

Main Policy Directions for Ukrainian Refugees

The recommendations include two key areas of focus for EU member states:

  • Possibility of Obtaining Permanent Residence Permits. Ukrainians are encouraged to be given the opportunity to apply for long-term residence permits in the European Union if they meet certain criteria — for example, in cases of employment, education, or family circumstances.
  • Development of Voluntary Return Programs to Ukraine. It is proposed to create conditions for the voluntary return of Ukrainian refugees, including allowing them to make familiarization trips back to their homeland. EU countries should agree on the conditions for such trips and ensure the operation of voluntary return programs for a limited time in cooperation with the Ukrainian authorities and other EU states.

Information Support and Creation of Unity Hubs

The recommendations specifically emphasize the launch of large-scale information campaigns dedicated to the voluntary return of citizens of Ukraine. Additionally, it is proposed to establish Unity Hubs — specialized centers funded by EU resources. Their goal is to serve as contact points for Ukrainians, provide assistance with document processing, and offer employment advice both in host countries and directly in Ukraine.

The recommendations outline two key areas for further action: Member states should offer Ukrainians the opportunity to apply for permanent residence permits on other grounds under certain conditions (employment, education, or family circumstances). Development of voluntary return programs to Ukraine. Within these programs, it is proposed to allow Ukrainian refugees with temporary protection status to make familiarization visits to Ukraine. EU countries should agree on the conditions for these visits. EU states should also establish voluntary return programs valid for a limited period and coordinate the conditions of these programs with the Ukrainian authorities and other countries in the bloc.
