Hetmancev Denies NCSSMF Information on Cryptocurrency Taxation in Ukraine

Danilo Hetmancev, the head of the Verkhovna Rada Committee on Finance, Taxation, and Customs Policy, has refuted the information released by the head of the National Securities and Stock Market Commission (NCSSMF), Ruslan Magomedov, regarding the “matrix” of cryptocurrency taxation in Ukraine.

Hetmancev noted that the presented tax “matrix” does not correspond to the actual draft law. According to him, the document is unrelated to the current version of the draft law and may mislead market participants.

“Unfortunately, the guys from the National Securities and Stock Market Commission have once again failed to understand and published some ‘matrix’ of cryptocurrency taxation known only to them, which has no connection to reality. Don’t pay attention; such things happen at every turn in the commission,” said the head of the Committee.

Hetmancev also emphasized that it is precisely because of such incidents that committee members seek to have experienced professionals handle cryptocurrency issues. He assured that work on the draft law is ongoing and the document will be presented for consideration in the first reading by the end of April 2025.

Recall that earlier Ruslan Magomedov announced the completion of the development of a document containing options for taxing transactions with digital assets, including proposals for an 18% personal income tax rate and a 5% military tax, as well as possible exemptions at the levels of 5% or 9%.

Hetmancev had previously stressed that such proposals must undergo verification by the working group and do not represent the official position of the legislator. Currently, there is no approved mechanism for taxing crypto assets in Ukraine, and the draft law is still being prepared.

Additionally, the Deputy Head of the National Bank of Ukraine, Kateryna Rozhkova, expressed the opinion that the final version of the draft law should be ready by October 2025. At the same time, oversight of this sector, according to the position of the International Monetary Fund, will not be transferred to the Ministry of Digital Transformation, although its expert support in the development of legislation remains important.
