Russia Increases Missile Production but Expects to Halt Aid to Ukraine

Despite the prolonged military conflict with Ukraine, Russia maintains a significant stockpile of missiles. As of May 2025, the country has approximately 500 missiles and does not plan to reduce their production volumes. The Kremlin actively supports production capacities, allowing Russians to maintain high rates of weapon production.

Missile Production: Rates of Russia and the West

American defense giant Lockheed Martin, responsible for creating the Patriot systems and PAC-3 missiles, is ramping up its production capacity to 650 missiles per year. However, this figure is about 100 units lower than the projected production volume of ballistic missiles in Russia. Thus, the production rates of interceptors for air defense systems currently lag behind the pace of Russian production of strike capabilities.

Kremlin’s Strategy and Ukrainian Countermeasures

According to analysts from the Institute for the Study of War (ISW), the Russian leadership, led by Vladimir Putin, employs a strategy of mass strikes on Ukrainian cities, conducts information campaigns that emphasize aggressive rhetoric, and seeks to instill pessimism among Western partners regarding Ukraine’s prospects. The goal of these actions is to undermine the morale of the Ukrainian population and convince the West that supporting Ukraine is futile and that Russia’s victory is inevitable. Ultimately, the Russian Federation aims to achieve a cessation of Western support for Ukraine, hoping that this will be a decisive factor in the war.

In response, Ukraine continues to deliver significant strikes on the enemy’s military infrastructure. On May 26, Ukrainian drones attacked Yelabuga, where facilities for producing ‘Shaheds’ are located, as well as the Ivanovo region, hitting a plant that manufactures components for Russian military equipment and missiles.
