The spokesperson for the European Commission, Guillaume Mercier, emphasized that the process of verifying the compliance of Ukrainian legislation with the requirements of the European Union is progressing at an extraordinary pace. According to reports, the first screening report regarding Cluster 1 “Fundamentals” has already been submitted to the EU Council. Plans are in place to complete the analysis of Clusters 2 “Internal Market” and 6 “External Relations” by the end of June, with the full screening process expected to be completed by this autumn in 2025, coinciding with Denmark’s presidency of the EU.

The Importance of the Role of the EU Council and Challenges in Opening Negotiations
Mercier noted that currently, the EU Council plays a key role in making the decision to initiate negotiations regarding Cluster 1 “Fundamentals.” Although Ukraine has met all the conditions for opening this cluster, the final decision depends on the agreement of all EU member states. Commenting on the situation with Hungary, which is blocking the opening of the cluster, the spokesperson stated that the European Commission, together with Poland, which currently holds the EU presidency, is actively seeking a solution to this issue.
Mercier added that given the pace of screening, the European Commission believes that all clusters could be opened this year, provided there is agreement from all member states. This would be an important step towards Ukraine’s accession to the European Union, which is one of the country’s priority goals.
